Co-creating an open declaration on UK public services 2.0

On the basis that "there are no stupid questions", would a UK version of the 'Open Declaration on Public Services 2.0 in the European Union' be useful in the run up to the next election? With the aim, of course of securing widespread support, including from prospective parliamentary candidates. Perhaps using the EU version as a starting point, so to encourage the (next) UK government to embrace transparent, participative and empowering government, and co-create a Supporting Document with more details on how the three principles should be implemented. For example how the principles need to be embraced by all public services and especially local government.
